Information Strategic Planning

Utilized Information Engineering and other Information Systems Development Methodologies in developing Information Strategic Plans for various customers under contract with Clemson University as well as departments within Clemson University itself. Incorporated these plans into business solutions. Chaired Clemson University Public Service Information Strategy Planning Committee.

Client Server Development and Support

Developed and implemented information systems using fourth generation application generation tools in client server and intranet environments. Served on Clemson University WEB development committee.

Teaching

Lectured for the Department of Computer Science in the College of Engineering Sciences, Clemson University.

Desktop Support

Provided hands-on support for Clemson University Client Server environment including network client and software pre-installation and setup. Consulting

Served as private consultant for selecting, installing, and maintaining small business systems in stand-alone and networked environments for local businesses. Provided programming, data entry, and analysis for accuracy of tunnel drilling for pump-storage power generation facility. Installed Local Area Network hardware and software for local businesses.

Programmer Analyst II

Analyzed, Designed, Developed and Maintained Information Systems for State Agencies under contract with Clemson University’s Information Systems Development Group.

Projects include a Title XX public assistance fund tracking system for the South Carolina Department of Social Services, a Computerized Land Usage Information System for the State Development Board, and an online data entry and retrieval system for the Pesticide Regulatory Service at Clemson University.

1977 - 1979 Clemson University Clemson, South Carolina

Programmer Analyst III

Lead Analyst and Programmer for the implementation of a database oriented, batch Child Support Enforcement System for the South Carolina Department of Social Services. Supervised other analysts and student programmers in the development of this system to satisfy federal and state mandated requirements of Title IV-D of the Federal Social Security Act.

Aided in the design and supervised the coding of a portion of the reporting sub-system of the South Carolina Medicaid Management Information System in order to meet federal regulations. Provided technical consulting and instruction in database procedures to customer and in-house employees.

1979 - 1983 Clemson University Clemson, South Carolina

Senior Systems Analyst

Technical Consultant for the analysis and design of an online database oriented Logistics Support System for the United State air Force funded through a research grant in cooperation with Lockheed Aircraft Corporation. Responsibilities included database administration, meeting with government and industry representatives and monitoring the design and development process by directing a satff of research associates, systems analysts, and programmers.

Performed a product analysis of the Lockheed developed Computer Augmented Design and Automated Manufacturing (CADAM) system and its capabilities in the field of Architectural Design through a research grant from IBM.

1983 - 1997 Clemson University Clemson, South Carolina

Manager / Lecturer in Computer Science

Organized the development of a complete small college administrative system including financial data, grades and transcripts that run on Digital Equipment VAX hardware for the South Carolina Board of Technical and Comprehensive Education.

Managed major information systems development efforts for multiple inter and intra-state agencies. Lead the development of a new Child Support Enforcement System for the South Carolina Department of Social Services using relational database technology and online data entry and retrieval capabilities.

Project Leader for the transfer of Case Management and Legal modules of the South Carolina Child Support Enforcement System to the Texas Attorney General’s Office under contract with Andersen Consulting.

Lecturer for the Department of Computer Science in the College of Engineering Sciences, Clemson University. Courses include CPSC 120, Introduction to Information Systems; CPSC 130, Cobol Programming Methodologies; CPSC 371, Information Systems Analysis and Design.

Client Support Group member responsible for the coordination of client-server networking and information systems deployment at Clemson University. Work directly with the Colleges of Agriculture, Forestry and Life Sciences and Health, Education, and Human Development in coordination of their client-server structure and support.

Information Technology Planning Director

Responsible for managing existing production and development systems for the Public service Activities, Cooperative Extension Service, Agriculture and Forestry Research, and the College of Agriculture, Forestry, and Life Sciences at Clemson University.

Plan, in conjunction with the Division of Computing and Information Technology, for future directions involving the use of information technology in the areas of Distance Education, and Research.

Develop and maintain the Information Technology Plan for Public service Activities, Cooperative Extension Service, Agriculture and Forestry Research, and the College of Agriculture, Forestry, and Life Sciences at Clemson University.

Coordinate the efforts of college and county information technology specialists providing desktop and coinsulting support for constituents.

Serve on Telecommunications Coordinating, Network Coordinating, and Computing Coordinating committees representing PSA, Extension, and the College.

Coordinate systems development activities for all information systems within PSA, Extension, and the College.

Community Activities:

For the past several years I have coached youth Soccer, Basketball, and Baseball for Seneca High School, the Clemson Area Soccer Club, and the Seneca Recreational Department. Currently hold Class ‘D’ soccer coaching license with the United States Youth Soccer Association.

Assistant Scoutmaster for BSA Troop 161 in Clemson, South Carolina.

Member of St. John’s Lutheran Church in Walhalla, SC, where I have served on the Church Council and currently serve on the Biggerstaff Christian Retreat Committee.

Interests and Activities:
