Featured Speaker: Mr. Robert Theobald - author of book by the same title as above, as well as "The Rapids of Change" and "Turning the Century." Mr. Theobald is a noted futurist.

Dr. Jim Fischer, Dr. John Kelly and Dr. Dan Ezell will provide Clemson hosting and moderation for this program. Dr. Irvin Omtvedt, Vice Chancellor of Agriculture and Natural Resources and Vice President at the University of Nebraska will open the conference on behalf of the NASULGC Board on Agriculture. Dr. Rick Foster, Vice President of the W.K. Kellogg Foundation, will help set the stage and participate live throughout the program.

PRE- AND POST-CONFERENCE LOCAL DISCUSSION SUGGESTIONS:

Mr. Theobald will deliver an important statement on the human predicament as we reach the turn of the century. The following are five key questions about the future that he asks. These questions might be useful for stimulating pre and post conference discussion, particularly as they apply to the actions required to change land-grant universities for the 21st century.

1. What is the time-scale for change? (Theobald assumes a 15 year period in which dramatic ahnges will be completed)

2. What is the world's carrying capacity? There are estimates ranging from one billion people to 10 billion; it is extremely unlikely that the world's population will stabilize below 10 billion unless there are massive catastrophes. Theobald is convinced that the viable level of production and waste for such a population is way below that of current rich countries. Fortunately, a higher quality of life can be achieved using far fewer resources.

3. At what scale should decisions be made? Some decisions are moving from nation-state to more local levels, some are moving to multinational and the global. How are decisions made about appropriate scales for decision-making? Theobald is convinced that only broad, tough, citizen participation can solve our problems.

4. What forms of politics (collective decision-making) are appropriate for the 21st century? The proposals being made range from the redevelopment of a highly elitist system to far deeper citizen involvement. Theobald's belief is that we must move toward the latter.

5. Are people defined by "original sin" or "original blessing"? The assumption which lies behind this work is that most people, most of the time, want to develop themselves and help other people develop. Theobald cannot imagine a viable future if this is not true.
