Criteria for Initial CPE Selection Sites
(The following includes what we submitted to NSF plus some additions
incorporated by Valerie McAlpin after our meeting in December. Please
note that we have adopted a participatory approach to this research, that
we will be using the Core Elements brought to us by Cornelia Flora and
the frameworks explained by Connie Dillon and Chere Gibson. Also we have
Randy Ross on board who will be focusing on Tribal Colleges and Indian
Country and Dan Godfrey who will provide leadership and facilitation for
the HBCU aspect of the project.)
ADEC anticipates having 30 CPE selections made within the next month -
six weeks. We have the beginnings of a draft list. We need conversation,
contributions and consensus around where we will locate these. We expect
that 10-12 of the first 30 - some of which are already located on your
campuses may continue to be in place for purposes of engineering analysis
and over-all project/network management.. We expect the others to placed
according to criteria as follows - the most important thing for all of
us working on this research and development effort is not that we have
the "most CPEs" in our state but rather how do we strategically make the
most out of our consortial effort to implement this project. Kevin will
be talking with all institutional coordinators to gather input about some
of the initial suggestions as well as add to the list. We will have a
final decision making discussion including Project PIs, core implementation
institutions and coordinators for the communities involved.
1. Sites selected for this project must be selected on the basis of a
strategic balance among target audiences including rural, inner city,
African American and Indian communities.
2. Sites should be analyzed with respect to how well they meet overall
project objectives within the three program domains: technology, education
and community development
3. The first 30 sites will be selected giving priority to those having
established relationships with sociologists, program specialists, university
outreach, program evaluators, grassroots public agencies, K-12 public
schools and other public universities and community groups. The following
are from our NSF proposal:
4. Sites located in areas with the highest concentration of "have nots"
not currently being served through traditional university outreach.
5. Sites with established relationships among grassroots organizations,
public agencies, K-12 public schools and other public universities and
community colleges.
6. Degree to which sites provide an important type of test location related
to "last mile technology/last mile educational delivery."
7. Degree to which site focuses on intended project target audiences/institutions.
8. Degree to which the location fosters organizational and human capacity
building related to project objectives
.9. Degree to which the overall project learnings will be significant
- technologocially, geographically, educationally, culturally, economically.
10. Degree to which the location will foster long-term value for the learners,
institution and project as a whole.
Final Assessment
I suggest that we use a simple Likert 1 - 10 on the criteria and ask everyone
to comment. We should put together a list of the sites with descriptions
and comments on the criteria. We can then ask all the core team actors
